File a pet insurance complaint with your state
Pet insurance is regulated as Property & Casualty (P&C) insurance. Every US state and the District of Columbia has an insurance commissioner who reviews carrier claim-handling practices when consumer complaints are filed. This is the standard external escalation when the carrier-side appeal fails — or when the carrier is non-responsive.
What the DOI can and cannot do
CAN
- Review whether the carrier handled your claim in line with state law and the carrier's own policy
- Compel the carrier to respond formally to a complaint within the state's required window
- Penalize carriers for unfair claim-handling practices (most states have an Unfair Claims Settlement Practices Act)
- Refer systemic issues to enforcement action — the WA DOI ordered Healthy Paws to repay $4.7M in 2020
CANNOT
- Force coverage of a condition explicitly excluded by your policy
- Award damages or compel a specific monetary outcome
- Override the carrier's internal medical-record review on a case-by-case basis
- Replace court action — for serious disputes you may still need a state court or arbitration
