When to file with Washington

  • Your carrier-side appeal has been denied (you've exhausted at least one round of internal appeal)
  • The carrier failed to respond to your appeal within their published response window
  • You believe the carrier handled your claim contrary to its own published policy

Note on scope

Washington is one of the few state DOIs that explicitly lists pet insurance as a consumer-resource category. The OIC has historically taken active regulatory action against pet insurers — most notably the 2020 Kreidler order requiring Healthy Paws and ACE American to repay $4.7M to Washington consumers. Pet insurance is regulated as property & casualty (P&C). The state DOI accepts pet insurance complaints under the same channel as other P&C / personal lines complaints. Most state forms do not list pet insurance as a named category — select P&C / personal lines / homeowners-or-renters / 'other' and describe the carrier and policy in the free-text complaint body.
